- Request that Congress pass legislation to both prevent the scheduled 2.83 percent Medicare physician payment cut and, critically, provide a positive payment update for 2025. Payment cut as a result of the November 1st Medicare Physician Fee Schedule (MPFS) Final Rule. - Suggestions on the proposed rule that would implement the health care technology and interoperability (HTI-2) provision of the 21st Century Cures Act. TMA urges ASTP to work with EHR vendors to reach consensus on data standards for each USCDI data element. Urges ASTP to examine current interoperability capabilities at all levels of health care, especially including rural, underserved, and independent settings to ensure all practice types are able to participate in data exchange between the various entities. Urges ASTP to adopt exceptions to immediate release requirements for sensitive test results.
- Urging the House Ways and Means Committee to support immediate passage of the bipartisan No Fees for EFTs Act HR 6487 that would prohibit payers from imposing fees on electronic funds transfers. - Urging Senate to seek legislation that provides a positive, stable, and predictable Medicare physician payment system. - Opposition to H.R. 1770/S. 2477, the Equitable Community Access to Pharmacist Services Act. This bill would inappropriately allow pharmacists to perform services that would otherwise be covered if they had been furnished by a physician, test and treat patients for certain illnesses and expand Medicare payment for pharmacists in limited but significant ways. - Congress should pass H.R. 6371 to achieve greater stability and predictability to the MPFS. - Congress should consider enacting S.3503/H.R. 5013, the Value in Health Care (VALUE) Act, bipartisan legislation that extends the original five percent APM incentive payments and freezes the 50 percent revenue threshold for an additional two years. - Support the Strengthening Medicare for Patients and Providers Act (HR 2474) which would be significant and needed progress toward a more viable Medicare payment system as it provides independent physician practices with greater financial stability and predictability.

Absent Congressional intervention, physicians are facing a 3.37 percent payment reduction on January 1, 2024. - Advocate for the removal of the ban on the creation and expansion of physician-owned hospitals, which was enacted as Section 6001 of the Patient Protection and Affordable Care Act. - Relating to federal Independent Dispute Resolution operation under the No Surprises Act -TMA urges the Department to finalize this proposed CARC(Claim Adjustment Reason Codes) and RARC(Remittance Advice Remark Codes) requirments - Expand the QPA disclosure requirements.
