ARTBA offered input to the Office of Management and Budget as it considered guidance relating to the Buy America provisions in the Infrastructure Investment and Jobs Act (IIJA). ARTBA continued to reiterate priorities for implementation of the IIJA. ARTBA supported passage of the Water Resources Development Act.

ARTBA supported continued funding of the IIJA in FY2025 appropriations bills.

ARTBA supported the modernization of the National Environmental Policy Act(NEPA) and opposed the rollback of recent NEPA reforms.

Opposed expanding U.S. Environmental Protection Agency (EPA) and Army Corps of Engineers (Corps) jurisdictional authority to include roadside ditches. Opposed FHWA efforts to establish a greenhouse gas performance measure, including supporting SJ Res. 161 and HJ Res 114 which would disapprove of the FHWA rule. Changes to NAAQs PM standards

Opposed mandating the use of project labor agreements on direct federal projects valued at $35 million or more. Implementation of Davis Bacon regulations Commented on DEA proposal to reschedule marijuana, encouraging safe workplaces as a priority. OSHA workplace standards, including heat safety standard, overtime and worker walkaround rules. MSHA proposed safety standard on crystalline silica.

Support for HR 7024, The Tax Relief for American Families and Workers Act of 2024 Support for Highway Trust Fund solvency measures, including a Vehicle Miles Traveled Pilot Program and cost allocation study.
