ARTBA offered input to the Office of Management and Budget as it considered guidance relating to the Buy America provisions in the Infrastructure Investment and Jobs Act (IIJA). ARTBA continued to reiterate priorities for implementation of the IIJA.
ARTBA supported continued funding of the IIJA in FY2024 appropriations bills. Urged Congress to pass a CR, in lieu of a government shutdown, while work on FY24 bills continues. Urged support for Consolidated Appropriations Act of 2024. Urged support for HR 5779 and S 3262, the Fiscal Commission Act and Fiscal Stability Act
ARTBA supported the modernization of the National Environmental Policy Act(NEPA) and opposed the rollback of recent NEPA reforms.
Opposed expanding U.S. Environmental Protection Agency (EPA) and Army Corps of Engineers (Corps) jurisdictional authority to include roadside ditches. Opposed FHWA efforts to establish a greenhouse gas performance measure, including supporting SJ Res. 161 and HJ Res 114 which would disapprove of the FHWA rule. Changes to NAAQs PM standards
Opposed mandating the use of project labor agreements on direct federal projects valued at $35 million or more. Implementation of Davis Bacon regulations OSHA workplace standards, including heat safety standard, overtime and worker walkaround rules. MSHA proposed safety standard on crystalline silica.
