Issues relating to Agricultural Quarantine Inspection (AQI) Use Fees, new rule effective October 1, 2024 will allow for collections and investment of $1 billion in 2025 for: -Focus on Front lines of defense at border -Up-front Specialists focusing on pathways -Staff-up Dog Detector Program -Focus on International Passengers -Express Parcel Carriers Issues relating to remaining funds from the Commodity Credit Corporation for fruit fly control and eradication will be directed toward increased surveillance. Issues relating to changes made by USDA-APHIS to alter the Mexican avocado orchard certification program - also known as the U.S.-Mexico Operational Working Plan (OWP). Issues relating agricultural producers facing severe rat infestations damaging orchards, machinery and irrigation systems. Issues relating to S. 759 Beagle Brigade Act, passed under Unanimous Consent in the Senate and sent to the U.S. House. Issues relating to the U.S. Forest Service National Technology and Development Program (NTDP) and leveraging technologies to enhance various aspects of forest management and fire equipment. Issues relating to fire hose manufacturing and buy American focus. Issues relating to timing of purchases of fire equipment under the Continuing Appropriations Act, 2025 (division A of Public Law 118-83).

H. R. 9027, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies for FY 2025 and issues relating to funding levels for USDA APHIS Specialty Crop pests, USDA-APHIS Fruit Fly Rearing Facility at Joint Forces Training Base, Los Alamitos, CA, additional federal support to attain 50:50 cost share for County - USDA APHIS Wildlife Services programs, and USDA cooperation with NIST to develop transparent measurement standards for carbon in soils. The fruit fly quarantines specifically prevented farmers from being able to bring their crop to the fresh market. Options for the Secretary of Agriculture to exercise include disaster response and grower assistance. Issues relating to amounts provided to the Rangeland Grasshopper and Mormon Cricket Suppression Program in the bill making appropriations for Agriculture, Rural Development, Food and Drug Administration and Related Agencies for FY 2024 that was part of H.R. 4366, the 6-bill Consolidated Appropriations Act, FY 2024.

Issues relating to USDA-APHIS control/eradication programs for grasshoppers and the infestation of grasshoppers occurring in northern California. Issues relating to removal of Mediterranean Fruit Fly and Queensland Fruit Fly quarantine areas in California. Issues relating to the Fruit Fly Rearing, Emergence & Release Facility (ERF) at Joint Forces Training Base, Los Alamitos, California.
