JWI is asking members of Congress support of the Crime Victims Fund Stabilization Act to increase deposits into the Crime Victims Fund. The CVF funds formula grants to states to serve crime victims. JWI also supported an anomaly in the continuing resolution to restore the VOCA disbursement to FY'23 levels.
JWI staff provided technical feedback on a bill to prohibit respondents to final dating violence protective orders and stalking misdemeanants from possessing, receiving, shipping, or transporting firearms. JWI also submitted a letter on behalf of the National Task Force to End Sexual and Domestic Violence to the House Judiciary Committee in opposition to H.R.38, federally mandated concealed carry reciprocity. JWI is working with lawmakers to introduce a bill to notify victims when a domestic abuser fails a firearms background check.
JWI has been exploring ways to combat disinformation online and has discussed the issue with Congressional offices. However, JWI has not yet identified a specific legislative agenda in this realm, with the exception of possibly promoting increased oversight.
JWI is lobbying in support of the Crime Victims Fund Stabilization Act (H.R.8061/S.4514) to add additional sources of revenue to the Crime Victims Fund in order to prevent further cuts to VOCA grants. VOCA victim assistance grants were cut by $630 million (40%) in FY'24.
JWI's lobbying related to firearms is primarily focused on the intersection between domestic violence and firearms. We engaged in stakeholder conversations about next steps to encourage DOJ to issue guidance related to Section 12005 of the Bipartisan Safer Communities Act. JWI has engaged in advocacy to close the dating loophole for final domestic violence protective orders. JWI is also working with Hill staff on a bill that has not yet been introduced to develop a process for victim notification when a domestic abuser fails a firearms background check.
JWI has engaged with conversations with Hill staff and the White House Gender Policy Council about Hamas's perpetration of sexual violence against people in Israel on October 7, 2023 and ongoing sexual violence against hostages held in Gaza. These conversations have primarily been about raising awareness, without a specific ask.
