FPCC met with congressional offices in support of the FPCCs FY25 Energy & Water, Interior, and Defense appropriations requests and possible amendments. FPCC also met with congressional offices and committees to discuss the potential of a FY25 change in budgetary policy to clarify GSAs authority use of Federal Building Fund receipts in federally owned facilities. BUD-related legislative efforts including, but not limited to: - H.R.8773 & S.4928 - Financial Services and General Government Appropriations Act, 2025, provisions related to the budgetary treatment of the GSA Federal Buildings Fund. - H.R.8774 & S.4921 - Department of Defense Appropriations Act, 2025, provisions related to performance contracting and a fund to leverage third-party financing within the Office of the Secretary of Defense. - H.R.8997 & S.4927 - Energy and Water Development and Related Agencies Appropriations Act, 2025, provisions related to increased funding for the Federal Energy Management Program and the AFFECT program at DOE. - H.R.8998 & S.4802 - Department of the Interior, Environment, and Related Agencies Appropriations Act, 2024, provisions related to increased funding for the ENERGY STAR program at EPA.

The BCSE also provides administrative service to the Federal Performance Contracting Coalition (FPCC), a coalition of federal energy services contract holders. The FPCC's lobbying activities and expenditures are included in the BCSE's quarterly LD-2 filings. Cascade Associates is a lobbyist for the FPCC. The FPCC contacted: The U.S. House of Representatives, U.S. Senate, Department of Energy, Council on Environmental Quality, Department of Veterans Affairs, General Services Administration, the White House, Departments of Navy, Army, and Air Force, and the Offices of the Secretary of Defense. The FPCC is working with Members of Congress in developing complementary policy for Energy Savings Performance Contracting (ESPC). Specifically, they met with congressional offices to support funding in appropriations for infrastructure in federal facilities to be used in conjunction with performance contracting. This includes funding for the AFFECT grant program at DOE, funds at GSA and VA, and ERCIP and other potential funding programs at the Office of the Secretary of Defense. The FPCC also engaged with Members of Congress and Executive Offices of the President on the implementation of Exec. Order No 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, as it relates to performance contracting and the Climate Smart Buildings Initiative, and the Federal Building Performance Standard. They have met with members of the Energy and Natural Resources, Energy and Commerce, Armed Services, Appropriations, Transportation and Infrastructure, and the Environment and Public Works committees. Additionally, they have met with representatives of the DOE, Department of the Army, Department of the Navy, Department of the Air Force, GSA, and Executive Offices of the President (DPC and CEQ). ENG-related legislative efforts including, but not limited to: - Infrastructure Investment and Jobs Act, implementation of provisions related to the AFFECT grant program for energy efficiency improvements, and other energy efficiency-related provisions. - Energy Act of 2020, implementation of provisions related to performance contracting requirements for federal agencies. - Forthcoming reintroduction of the Open Back Better Act, provisions of the legislation, particularly those related to the Federal Energy Management Program. - Forthcoming reintroduction of the Federal Building Clean Jobs Act, provisions related to energy and water efficiency goals and performance contracting. - S.3753 - Improving State and Local Government Access to Performance Contracting Act of 2024, provisions related to supporting the energy performance contracting industry. - H.R.5783 - The Blue Collar and Green Collar Jobs Development Act, provisions related to supporting the energy efficiency workforce. - H.R.8070 - Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025, provisions related to performance contracting and energy resilience on DOD installations.

FY2025 Energy and Water Appropriations - Advocated to increase funding for fuel cells and hydrogen in the Office of Energy Efficiency and Renewable Energy (EERE) at the Department of Energy (DOE). FY2025 Defense Appropriations for clean hydrogen and fuel cell funding. BUD-related legislative efforts including, but not limited to: - S.4927 & H.R.8997 - Energy and Water Development and Related Agencies Appropriations Act, 2025, provisions related to increased funding for fuel cells, hydrogen, and workforce development at DOE's EERE Office. - S.4921 & H.R.8774 - Department of Defense Appropriations Act, 2025, provisions related to funding for clean hydrogen and fuel cell technologies.

Looked for legislative opportunities to promote hydrogen and fuel cell technologies, especially as it relates to fuel cells for material handling systems, fuel cell stationary power, hydrogen infrastructure, production, and storage. This includes advocacy for clean energy and hydrogen. ENG-related legislative efforts including, but not limited to: - H.R.3938 - Build It in America Act, provisions related to hydrogen and fuel cell-related technologies. - H.R.5820 & S.3027 - Technologies for Energy Security Act, provisions related to extension of the fuel cell investment tax credit (ITC).

Met with members of Congress in support of legislation to provide grants to federal and state agencies and tribal organizations to implement building projects that increase resiliency, energy efficiency, renewable energy, and grid integration. Advocated for reintroduction of the Open Back Better Act and other performance contracting-related legislation. ENG-related legislative efforts, including, but not limited to: - Reintroduction of the Open Back Better Act. - S.3753 - Improving State and Local Government Access to Performance Contracting Act of 2024, provisions related to supporting the energy performance contracting industry. - Prospective legislation to energy-efficiency renovations of historic public buildings.

Met with congressional offices to support FY25 appropriations funding at the Department of Interior for the U.S. Geological Survey, specifically for funding development and expansion of the ShakeAlert earthquake early warning (EEW) system. Supported FY25 appropriations funding at the Department of Defense for Army Medical research, development, test, and evaluation (RDT&E).
