Protect the Medicaid program and oppose cuts to Medicaid, including statutory Medicaid DSH cuts FY 2025-FY 2027. Support legislation and administrative action to ease the Medicaid IMD exclusion and Medicaid inmate exclusion, including HR 1201, the Increasing Behavioral Health Treatment Act, HR 8575, the Michelle Alyssa Go Act, HR 2400/S 1165, the Reentry Act, HR 3074/S 971, the Due Process, Continuity of Care Act and the SUPPORT Act reauthorization bills, including HR 4531.

Support efforts to improve effective and efficient connections of 988 behavioral health crisis calls to closest participating call centers, including HR 4974 and S 3444, the Local 9-8-8 Response Act. Support FCC rulemaking on 988 georouting.

Support federal funding for local health departments, including Ryan White HIV/AIDS program, STD prevention and control, public health infrastructure, and COVID funding. Support increasing resources for health workforce development. Support federal funding for implementation of behavioral health crisis response/988 implementation.

Support funding for local public health, health care and behavioral health care systems in FY 2024 budget and appropriations process. Oppose cuts to programs that support local health systems, including Medicaid and discretionary programs, in budget legislation. Support delays of Medicaid DSH cuts in FY 2024 appropriations bills, including CRs.
