Reclamation of post-1977 coal mine lands, including reforms to the Surface Mining Control and Reclamation Act regarding reclamation bonding; support for reforestation programs on mine lands

Support in FY24 appropriations for: the Mine Safety & Health Administration program budget, Low-Income Household Water Assistance Program, The Abandoned Mine Land Economic Revitalization (AMLER) Program, the Interagency Working Group (IWG) on Coal and Power Plant Communities and Economic Revitalization, OSMRE program budget, The Recompete Pilot Program, the AmeriCorps program, and the USDA's Rural Partners Network. Support in FY25 appropriations for: Mine Safety and Health Administration program budget, maintained funding for federal black lung clinics, support for the Center for Disease Controls (CDC) Occupational Safety & Health Budget, support for OSMRE program budget, $5 million in program funding for the Appalachian Regional Reforestation Initiative, allocate $100,000 for OSMRE to conduct a stress test for the largest coal surety providers, require OSMRE to report on the problem of non-producing coal permits, support for the USDA Rural Home Disaster Repair Program, funding for FEMA FMA and BRIC programs, funding for FEMAs Flood Hazard Mapping and Risk Analysis program, funding for USGS federal priority streamgages network and cooperative matching funds program.
